I don't think this topic is notable enough to have a standalone article. I have checked references in English to the title "International Year of the Monument" and it doesn't exist. I would suggest merging this topic into World Heritage Day and note that year 1964 was dedicated for monuments around the world.
The World Heritage Day was first announced in 1982, as UNESCO website states in an article from April 16, 2021: "In 1982, UNESCO’s General Conference established 18 April as the International Day for Monuments and Sites, in many countries also celebrated as World Heritage Day." — Preceding unsigned comment added by Edward Saxston (talk • contribs) 11:56, 21 June 2021 (UTC)
