Complaint[edit]

Reference #16 is a broken link. The cite is NOAA, Costal Services Center. "Needs Assessment Training". Retrieved 22 September 2011. It points to http://coast.noaa.gov/digitalcoast/training/needs-assessment-guide There is a new Needs Assessment Guide http://coast.noaa.gov/needsassessment/#/ & it does have these twelve steps but it is an online tutorial that requires some 'clicking through' to see this info. Not a great cite, but for now I can update the link to point to this new guide.
