We have established a set of naming conventions related to the usage of "Judea" and "Samaria". There is consensus that we cannot say that a place is in "Judea" or "Samaria" with certain exceptions. nableezy - 21:45, 18 April 2010 (UTC)[reply]
Before I started adding this cat to pages that already included the subcats of "mixed" or "religious" settlements, I read through the H:CAT page and I didn't see any statement that a page shouldn't belong in both a subcat and the parent cat. To me it makes sense for the pages of the settlement to be listed in both, so that one cat might make a complete list of settlements. A long time ago it was decided to file them away into the subcategories (I cannot remember why, nor even who by – it was probably around a decade ago). I suggest you should start a discussion at WP:Israel to discuss the matter with a wider forum. Number57 16:50, 8 July 2017 (UTC)[reply]
