Provocative sentence

The article says "He toured the Western Front in October 1944, and spoke to ordnance officers, but no senior commander would meet with him." First, there is no reference for that. Second, the way it is worded suggests that the senior commanders were upset with Bush or otherwise disliked him ... maybe that is true, but if it is, it needs to be explained.
