Is my account too "old" to use the Teahouse?

I have a couple of questions about editing, and awhile back someone pointed me towards the Teahouse. However, it says the Teahouse is meant for new users. Unfortunately, there has been another development. 2020-05-04T22:08:51 Jpgordon block settings for Elianna Sei with an expiration time of indefinite (account creation blocked) ({{CheckUser block}}: Clearly not here to build an encyclopedia). As this is a checkuser block, and as the most recent edits with this account occurred in May, the earliest would be November, 2020. Even then, we would need a check user approval first.

User confirmed Elianna Sei is theirs in this UTRS ticket. I'm supposing we'd need a check user consult on any further requests. User is WP:CBANned due extensive socking under WP:3X. User remains globally blocked at this writing. I realize that I have broken several rules here on Wikipedia and posted some offensive content on some occasions. And I sincerely apologize for that. I promise that from this point forward, it will not happen any more. I'll focus instead on adding updated information to video game and amusement park articles, as well as correcting typos in various articles. Is it possible for me to be unblocked (or at least have a review on the admin noticeboard)? I want my account to be globally unlocked, but the stewards (Alfred Newman) have told me that I must first get my Wikipedia block lifted before my account will be unlocked. Thank you.
